  • Basic Functions & Responsibilities

    Performs a wide variety of highly technical, managerial and administrative duties for the National Criminal Justice Training Center (NCJTC). Directs training and technical assistance for grant funded program activities and cost-recovery contracts for federal, state, local and tribal government agencies and private organizations. Responsibilities include administration of FVTC and NCJTC programmatic policies and procedures; program management and development; staff and consultant management; project planning and implementation; and program evaluation. Also responsible for identifying funding opportunities that fit the mission and vision of FVTC and NCJTC, and developing proposals to secure funding and resources.

    Essential Job Functions/Secondary Job Functions

     

    1. Serves as the principal in the absence of the Program Administrator.
    2. Seeks and secures funding to support NCJTC and serves as high-level contact for specific grants and potential funding opportunities.
    3. Manages staff, independent contractors, and vendors and, in conjunction with the Program Administrator, makes necessary adjustments in assignments, project priorities, and project resources, to meet NCJTC and program goals and outcomes.
    4. Interviews, makes hiring recommendations, observes and evaluates performance of independent contractors, interns, support, and management staff.
    5. Develops and monitors budgets, maintains project records, and produces compliance reports as required.
    6. Provides leadership in the development of strategies to effectively communicate program goals, technical assistance efforts, policies, and procedures.
    7. Directs the development of process-improvement strategies to include technology, communication, and organizational operations.
    8. Develops, recommends and communicates policies and procedures relating to staff training,program development, project funding, reimbursement, and record keeping.
    9. Performs other related duties as necessary and required for the effective administration of NCJTC and its programs, as well as best interest of the training partners, collaborating agencies, and FVTC.
    10. Provides leadership and direction to staff serving on strategic planning committees.

    Qualifications, Training and Experience

     

    1. Bachelors Degree (Master’s preferred) in a related field PLUS
    2. Demonstrated ability to establish and maintain effective work relationships with faculty, staff, and representatives of external agencies and organizations PLUS
    3. Demonstrated success record in team-based operations and management PLUS
    4. Minimum five years related, relevant occupational, project management or supervisory experience, OR
    5. An equivalent combination of education, training, and experience from which a comparable knowledge and abilities can be acquired.
    6. Experience with grants management and program operations is preferred.
    7. Curriculum design experience is preferred, with emphasis on competency-based instruction using a variety of learning options and alternative forms of delivery.
